Amendments to the Communiqué on the Procedures and Principles of the Green Transformation Program
Significant changes were made to the Regulation on the Procedures and Principles for the Implementation of the Green Transition Program via a notification published in the Official Gazette No. 33247 dated May 8, 2026. These amendments reorganize the application, evaluation, monitoring, and completion processes and introduce new principles regarding project objectives, the green transition roadmap, and the evaluation mechanism. The changes directly affect investors who have received support or plan to apply under the Green Transition Program, facilities currently holding the Green Transition Center designation, and authorized users of the program portal.
The principal amendments are summarized below:
- Investors are now required to submit their five-year transformation plans to the program portal during the application phase and establish a green transformation team of at least three members within their organization.
- Evaluation criteria have been revised; compliance with international best practices, the use of innovative technology, and ensuring no adverse impact on other performance indicators are among the key factors.
- A requirement has been introduced to submit an annual progress report by the end of January of the following year; it has been stipulated that on-site inspections may be conducted if deemed necessary by the General Directorate.
- A requirement was established that at least 75% of project targets must be achieved. If this threshold is not met, the project may be removed from the program, and any excess funding may be recovered.
- Under the transitional provision: Facilities currently holding the Green Transition Center designation may have their titles revoked if they fail to obtain an Investment Incentive Certificate within one month.
