Decisions of the First Chamber of the Council of Judges and Prosecutors on Specialization Published

Three separate decisions (No. 888, 889, 890) of the First Chamber of the Council of Judges and Prosecutors, dated 20 April 2026, published in the Official Gazette dated 22 April 2026 and numbered 33232, have introduced significant regulations aimed at strengthening specialization in administrative justice.

The key points are summarized below:

  • Cases relating to property and urban planning law — such as town planning schemes, building permits, urban regeneration, coastal legislation and building inspections — will be heard at the 2nd, 3rd, 4th and 16th Ankara Administrative Courts from 1 June 2026.
  • Cases arising from military service and administrative acts affecting public officials within the Ministry of National Defense will, from 1 June 2026, be heard in specific courts specializing in this field across the country:
    • Adana Administrative Court No. 1
    • Ankara Administrative Courts Nos. 1, 20, 22 and 26
    • Antalya Administrative Court No. 1
    • Bursa Administrative Court No. 1
    • Diyarbakır Administrative Court No. 1
    • Erzurum Administrative Court No. 1
    • Gaziantep Administrative Court No. 1
    • Istanbul Administrative Courts Nos. 15 and 17
    • Izmir Administrative Court No. 1
    • Kayseri Administrative Court No. 1
    • Konya Administrative Court No. 1
    • Samsun Administrative Court No. 1
  • Cases brought against decisions of the boards of independent regulatory authorities exercising regulatory and supervisory powers will be heard in the designated specialized courts in Ankara from 1 June 2026. The competent courts are divided into two groups based on the relevant authority:

    Ankara Administrative Courts No. 10, 13 and 25:

    • Capital Markets Board (SPK)
    • Competition Authority
    • Public Oversight, Accounting and Auditing Standards Authority (KGK)
    • Public Procurement Authority (KİK) — proceedings relating to public procurement and decisions of the Public Procurement Board, excluding decisions on exclusion from tenders

    Ankara Administrative Courts No. 12, 14 and 15:

    • Radio and Television Supreme Council (RTÜK)
    • Information and Communications Technologies Authority (BTK)
    • Energy Market Regulatory Authority (EPDK)
    • Nuclear Regulatory Authority
    • Personal Data Protection Authority (KVKK)
