Law No. 7590 Introduces Significant Amendments in Various Areas
Law No. 7590 on Amendments to Certain Laws and Decree Laws (Legislative Proposal), adopted by the Grand National Assembly of Türkiye on July 24, 2026, introduces amendments across a range of areas including, in particular, social security, taxation, employment, tourism, energy, transportation, public procurement. The Legislative proposal also aims to expand the duties and powers of the Cybersecurity Presidency (Presidency) designated as the competent authority under Cyber Security Law No. 7545 (Law), restructure the administrative framework governing the electronic communications sector, and update sector-specific implementation process.
The key points are summarized below:
- The Presidency was authorized to determine strategies and policies and issue regulations regarding internet domain names, which had previously fallen within the authority of the Information and Communication Technologies Authority. In this context, in urgent cases, operators, access providers, data centers and relevant content and hosting providers are required to implement the measures imposed within 2 (two) hours at the latest.
- The Legislative Proposal provides that the Presidency may impose an administrative fine ranging from TRY 20,000 to TRY 100,000 for each violation on persons and entities that fail to comply with their obligations.
- Measures imposed by the Presidency must be submitted to a criminal judgeship of peace for approval within 24 (twenty-four) hours. If the judge does not render a decision within 48(fourtyeight) hours, the measure automatically ceases to have effect.
- Movable assets, information technology infrastructure, systems, data centers, records, documents, rights and obligations of the Information and Communication Technologies Authority that relate to the duties and powers transferred to the Presidency must be transferred to the Presidency within 3 (three) months from the date on which the adopted Legislative Proposal enters into force. Existing regulations will continue to apply until the Presidency issues its secondary legislation.
