Presidential Circular on Türkiye’s Artificial Intelligence Action Plan (2026–2030) Published in the Official Gazette
The Presidential Circular No. 2026/9, published in the Official Gazette dated 18 August 2026 and numbered 33344, sets out the principles governing the implementation of Türkiye’s Artificial Intelligence Action Plan (2026–2030) (Action Plan). Prepared under the coordination of the Ministry of Industry and Technology in collaboration with public institutions, the private sector, universities and civil society organizations, the Action Plan sets out Türkiye’s 2030 vision in the field of artificial intelligence and the strategic objectives identified to achieve that vision. Built around the four core principles of “Awareness, Adoption, Development and Governance”, the Action Plan requires public institutions and organizations falling within its scope to diligently fulfil their respective duties and responsibilities. It also envisages that all support and assistance required throughout the implementation process will be duly provided by the relevant public institutions and organizations.
The key priority areas identified under the Action Plan are summarized below:
- Raising public awareness of artificial intelligence technologies and improving AI literacy across different segments of society.
- Developing a qualified workforce with expertise in artificial intelligence and building the competencies required by the private sector.
- Strengthening the data infrastructure and computing capacity required for the development and scaling of artificial intelligence applications.
- Accelerating digital transformation by promoting the broader and more effective use of artificial intelligence applications across both the public and private sectors.
- Enhancing Türkiye’s international competitiveness in artificial intelligence and fostering a reliable, sustainable and innovative AI ecosystem.
