TR QR Code Period in Payment Services is Commencing
The Regulation on Generation and Usage of TR QR Code in Payment Services (“Regulation”) that is issued by the Central Bank of the Turkish Republic (“Bank”) entered into force through publication in the Official Gazette dated 21.08.2020 and numbered 31220.
Through generating a standard QR Code structure with the national QR Code principles and rules introduced in this Regulation, it is aimed to establish a common ground where different actors in payment systems can work together. It is thereby intended to use QR code instead of cash in retail payments and to render payments easier, more secure and with less contact. In this context,
- TR QR Code shall be used in every payment transaction that is within the scope of payment service and rendered using a QR Code.
- It is not compulsory to use a TR QR Code for payment transactions made domestically using payment instruments issued according to foreign legislation, where one of the parties to the transaction is residing abroad, and uses the infrastructure of a payment service provider resident abroad for the payment transaction.
- Payment service providers (banks, electronic money institutions, payment institutions, PTT A.Ş.) are obliged to synchronize their infrastructures and the infrastructures of their contracted workplaces with the Regulation and/or constitute a compatible infrastructure until 31.12.2021 at the latest. The Bank may extend this period not exceeding one year.
A document titled “TR QR Code Rules and Principles”, which determines the basic principles and rules to be followed when generating TR QR Code, is also published as an annex of the Regulation.
