Amendments to the Health Implementation Communiqué and the Decisions of the Health Services Pricing Commission

Pursuant to the Communiqué on Amendments to the Social Security Institution Health Implementation Communiqué (the Communiqué) published in the Official Gazette dated 29 June 2026 and numbered 33295, and the Decisions of the Health Services Pricing Commission numbered 2026/2 and 2026/3 (the Decisions), significant amendments have been introduced. Within this scope, the reimbursement and invoicing principles for health services, the reimbursement conditions of certain pharmaceuticals, health service procedure scores, medical device lists, as well as pricing and public institution discount rates applicable to various pharmaceuticals have been updated.

The amendments introduce revised treatment and reimbursement criteria for certain disease groups, incorporate new healthcare services and procedure codes into the SUT, establish procedure scores for various healthcare services, amend the medical device lists, and revise the reimbursement and pricing principles applicable to various medicinal products.

The principal amendments—without constituting an exhaustive list—are summarized below:

  • The invoicing and reporting principles applicable to physical therapy and rehabilitation services have been revised, introducing differentiated health committee report criteria based on the relevant diagnosis groups. In addition, healthcare providers satisfying the prescribed conditions will be permitted to invoice for additional treatment sessions.
  • The reimbursement conditions and implementation principles governing obesity surgery have been comprehensively revised. Detailed eligibility criteria have been introduced for both patients and healthcare institutions, while various qualification requirements have been established for the specialist physicians performing the procedures and the healthcare facilities where such procedures are carried out.
  • Actinium-225 (Ac-225)-labelled PSMA compounds have been incorporated into the treatment of prostate adenocarcinoma. The categories of healthcare providers authorized to administer the treatment, the applicable health committee report requirements, and the treatment limitations have been set out in detail. In addition, the relevant procedure code and procedure score have been incorporated into the relevant schedule.
  • Pulmonary rehabilitation has been incorporated into the SUT as a standalone provision. The applicable health committee report requirements and the maximum number of treatment sessions to be reimbursed by the Institution have been specified in detail for this treatment, which covers a broad range of indications, including chronic obstructive pulmonary disease (COPD), emphysema, asthma, bronchiectasis, interstitial lung diseases, pulmonary hypertension and lung transplantation.
  • Pursuant to the relevant Decision of the Health Services Pricing Commission, ravulizumab (Ultomiris) has been added to Annex-4/A and has also been included in Annex-4/G (Medicinal Products Reimbursable Only When Used During Inpatient Treatment). The medicinal product has been included within the scope of reimbursement for the treatment of paroxysmal nocturnal hemoglobinuria (PNH) and aquaporin-4 (AQP4) antibody-positive neuromyelitis optica spectrum disorder (NMOSD).
  • A new restriction has been introduced whereby the costs of nusinersen or risdiplam will no longer be reimbursed by the Institution where such medicinal products are administered following gene replacement therapy in patients diagnosed with spinal muscular atrophy (SMA).
  • The reimbursement criteria applicable to gout treatment have been expanded by revising the allopurinol requirement to cover patients who are "unresponsive and/or" intolerant to treatment. In addition, prescribing authority, which was previously limited to certain medical specialties, has been extended to all specialist physicians.
  • Various new procedure codes have been incorporated into the SUT schedules, including vaginal birth after caesarean section, cholangioscopy procedures (diagnostic procedures, biopsy/polypectomy, stone extraction and laser lithotripsy), pulsed field ablation for the treatment of atrial fibrillation, bronchial thermoplasty, cardiopulmonary exercise testing (CPET), exhaled nitric oxide testing, and computed tomography-based bone mineral density measurement.
  • Within the scope of Annex-4/C (Overseas Medicinal Product Price List), the prices of numerous medicinal products have been updated. In addition, several new products, including amifampridine, paclitaxel, pegaspargase, tetrabenazine, dapsone, flecainide and rufinamide, have been added to the list, while certain products determined not to be cost-effective have been removed.
  • The reimbursement prices applicable to various medical devices, including epicardial pacemakers, Swan-Ganz catheters, thermodilution catheters and radial introducer sets, have been updated. Furthermore, the contents of the kyphoplasty kit have been revised.
