Communiqué on the Pricing of Medicinal Products for Human Use and Amendments to the Healthcare Implementation Communiqué Published
The Communiqué on the Pricing of Medicinal Products for Human Use (Pricing Communiqué) was published in the Official Gazette dated 29 August 2026 and numbered 33355, and entered into force on the same date. The Pricing Communiqué sets out the procedures and principles for the implementation of the Decision on the Pricing of Medicinal Products for Human Use, which entered into force pursuant to Presidential Decision No. 11031 dated 11 March 2026, and repeals the previous communiqué dated 29 September 2017.
The Pricing Communiqué comprehensively revises the framework governing the determination and adjustment of prices for medicinal products for human use.
The key points are summarised below:
- The rules governing the determination of source countries, actual source prices, benchmark source prices and source prices are revised. Different pricing methodologies apply to reference and equivalent products, as well as to domestically manufactured and imported products, with the applicable ratios and calculation principles determined according to the characteristics of the relevant product.
- A phased pricing mechanism is introduced for first equivalent products. For first equivalent products meeting certain conditions and their equivalent products, higher ratios apply during the initial years and are gradually reduced over time. Pursuant to the transitional provisions, this regime applies, in principle, to first equivalent products placed on the market after 13 March 2026.
- Separate pricing rules apply to products subject to special conditions. Product-specific arrangements are introduced for blood products, foods for special medical purposes, radiopharmaceuticals, biosimilar products, hospital products, serums, non-reimbursed products and certain other product groups, departing from the general pricing rules.
- The procedures governing the adjustment of actual source prices, pricing applications and the operation of the price list are revised. The Pricing Communiqué sets out the relevant application periods, the information and documents to be submitted, the review process and the principles governing publication of the price list.
- A special pricing mechanism based on the current exchange rate is introduced for certain product groups. To support market availability, the company sale prices of such products are to be updated every two weeks on the basis of the Euro selling rate announced by the Central Bank of the Republic of Türkiye.
- The framework governing the powers of the Price Evaluation Commission and the determination of the periodic Euro value is regulated. The Commission’s authority to decide on price increases, special pricing requests and alternative pricing models for certain products is also set out.
- The Pricing Communiqué also introduces specific provisions on the 2026 actual source price change calendar and transitional rules applicable to below-threshold products, first equivalent products and the transition of price protection status to the new regime.
Amendments to the Healthcare Implementation Communiqué
On 29 August 2026, the Communiqué Amending the Social Security Institution Healthcare Implementation Communiqué (SUT Amendment Communiqué) was also published. The SUT Amendment Communiqué introduces changes to reimbursement, reporting and prescription requirements for various disease and treatment groups. Certain codes and reimbursement amounts applicable to medical procedures and medical devices have also been updated. In addition, amendments have been made to various annexes to the Healthcare Implementation Communiqué, including the List of Reimbursable Medicinal Products (Annex 4/A).
