The Procedures and Principles Regarding Net-Metering for Unlicensed Electricity Generation and Consumption Facilities Published

The “Procedures and Principles Regarding the Net-Metering Transactions of Unlicensed Electricity Generation Facilities and Their Associated Consumption Facilities” (Procedures and Principles), enacted by the decision of the Energy Market Regulatory Board (EMRB) dated 30.04.2026, set forth the scope of the net-metering processes between unlicensed electricity generation facilities and the associated consumption facilities, the calculation methods, and the obligations of the relevant parties. With the Procedures and Principles, the previous procedures and principles governing the net-metering principles between different distribution regions, published in the Official Gazette dated 24.06.2023 and numbered 32231, have been repealed and the scope has been expanded to cover all unlicensed generation facilities.

Within this context: 

  • For consumption facilities and unlicensed electricity generation facilities to be subject to net-metering, the requirement that they must belong to the same real or legal person has been confirmed for all unlicensed facilities.
  • The EMRB’s decision, published in the Official Gazette No. 31920 dated 11 August 2022, concerning the calculation of the upper limit for surplus generation that may be sold, has been repealed. Instead, the concept of a paid generation limit has been regulated by reference to Article 26/17 of the Regulation.
  • It is regulated that, within the scope of net-metering, generation and consumption amounts shall be considered on an hourly basis and calculations shall be made accordingly.
  • The principles regarding the evaluation of surplus energy and its treatment within the scope of YEKDEM whether free of charge or against payment, have been established.
  • The formulas to be used in calculating the amounts subject to net-metering are regulated in accordance with the hourly net-metering principle.
  • The Procedures and Principles enter into force on 5 May 2026.
