The Expected Regulatory Changes as to Storage Activities in the Electricity Market Entered Into Force
Several changes have been made on Electricity Generation Regulation in the Electricity Market, the Regulation on Connection and System Usage in the Electricity Market, Electricity Market Balancing and Settlement Regulation, Regulation on Storage Activities in the Electricity Market, Electricity Grid Regulation and Regulation on Certification and Supporting of Renewable Resources by multiple regulations (Amending Regulations) which entered into force following its publication in the Official Gazette with the number 32018 on 19.11.2022.
Several important changes introduced to the secondary legislation of electricity sector by the Amending Regulations are outlined below:
- In parallel with the changes previously made to the Electricity Market Law, new definitions related to electricity storage activities (such as electricity generation plant with storage units) have been introduced to the secondary legislation.
- License applications for electricity generation plant with storage units were subjected to a different procedure than other license applications. Although the general principle in the electricity market requires separate licenses for each and every facility, it is regulated that a single electricity generation license will be sufficient for the power plant and its storage unit.
- The following limitations have been introduced for license applications as to generation plants with storage units: (1) the ratio of generation plant’s electrical installed power to the electrical installed power of the storage facility must be at most 1, (2) the applications must be at least 20 MWe (for wind), 10 MWe (for solar) and must not exceed 250 MWe, and (3) the storage unit to be constructed must be at the same site where the generation plant is.
- Apart from the above, the mechanical installed power to be requested for license applications cannot be more than twice of the electrical installed power.
