Concurrent Amendments to Eight Electricity Market Regulations
Amendments made by the Energy Market Regulatory Authority (EMRA) to eight regulations concerning balancing and settlement, licensing, electricity storage activities, renewable energy support mechanisms and system use in the electricity market entered into force through publication in the Official Gazette dated 19.10.2026 and numbered 33405 and in the Official Gazette dated 21.10.2026 and numbered 33407.
Amendments to the Electricity Market Balancing and Settlement Regulation
- It was stipulated that load increase and load reduction bids in the balancing power market will be submitted on a settlement period basis rather than an hourly basis.
- Thermal power plants are required to notify the System Operator of their bid quantities based on their ramp-up and ramp-down curves. These curves may be updated up to four times per calendar year. The issuance of instructions to operating thermal balancing units based on these curves will commence on 01.01.2027.
- Priority rules for implementing emergency instructions concerning unlicensed electricity generation plants with an operational installed electrical capacity of 900 kW or more were established, together with coordination obligations for the relevant entities. Aggregators are also required to establish remote control mechanisms for unlicensed generation plants connected to the distribution system within their portfolios.
- Generation plants may only be registered in an aggregator's portfolio if at least one generation unit has received acceptance from the Ministry and the settlement-related registrations for the relevant injection and withdrawal units have been completed by the transfer date.
- With the amendment dated 21.10.2026, the restrictions on market activities applicable to market participants that fail to provide sufficient collateral or replenish their collateral without settling their outstanding default payments were extended to cover bilateral agreements and the electricity futures market.

Amendments to the Electricity Market Connection and System Use Regulation
- Consumers seeking to install electricity storage facilities with an installed capacity exceeding their contracted power are now required to install an automatic power control unit and an electricity disconnection system to prevent electricity from being supplied to the grid and the contracted power limit from being exceeded.
- Generation license holders may not request disconnection from the distribution system unless their licenses have expired or been revoked. However, where a generation plant connected to the distribution system seeks connection to the transmission system, a disconnection request may be submitted once the connection point specified in the relevant license holder's license has been amended.
- Collateral required for the use of the distribution system may now be provided in the form of electronic letters of guarantee in addition to cash or definitive bank letters of guarantee with no expiry date. Where an increase in collateral is required, the additional collateral must be provided within 10 business days following written notification. Excess collateral must be returned within 10 business days upon request.

Amendments to the Regulation Concerning Unlicensed Electricity Generation in the Electricity Market
- Distribution companies as well as organized industrial zones and industrial zones holding distribution licenses have been authorized to remotely control certain unlicensed electricity generation plants to implement emergency instructions. Plant owners must be notified within 15 minutes after the emergency has ended and will be responsible for re-energizing their plants.
- Storage units integrated into unlicensed generation plants may be installed up to the electrical power of the generation plant, without any storage energy capacity limitation.
- Where unlicensed generation plants fail to comply with emergency load reduction instructions issued by the System Operator, no payment will be made for the generation corresponding to the unfulfilled portion of the instruction. In addition, amounts calculated based on the applicable tariffs will be collected from the relevant unlicensed generators.
- The relevant unlicensed generators have been granted a 60-day period to apply for amendments to their connection agreements. If no application is submitted within this period, the relevant procedures will be carried out in accordance with the existing connection agreements.

Amendments to the Regulation on the Certification and Support of Renewable Energy Resources
- It was stipulated that electricity generated and stored at a generation plant may benefit from support under the Renewable Energy Resources Support Mechanism (YEKDEM), provided that virtual records confirm that the electricity was generated and stored after the plant's participation in YEKDEM. However, electricity stored before participation in YEKDEM will not be eligible for support payments, subject to the exceptions under the relevant legislation.
- The amount of electricity drawn from the grid and stored that is deemed to be supplied back to the grid without benefiting from YEKDEM support will be determined based on virtual records. In addition, the total amount of electricity recorded in the virtual records may not exceed the storage capacity and the records must be updated proportionally if additional electricity is stored after the capacity has been reached.
- The formulas used to calculate YEKDEM support payments were updated. The calculations will also take into account the costs associated with unlicensed generation arising from non-compliance with emergency instructions. In addition, generation plants commissioned after 30 June 2021 that are not registered under YEKDEM may benefit from domestic component support subject to certain conditions.

Amendments to the Electricity Market Licensing Regulation
- It was stipulated that the collateral submitted in connection with license applications for electricity generation plants with storage facilities will not be returned until the entire generation plant becomes operational. For the return of collateral relating to storage units, the capacity of the commissioned unit, in terms of power, will be taken into account.
- Supply license holders other than incumbent supply companies, and aggregation license holders, are prohibited from using trade names, brands or logos that may create the impression that they are affiliated with distribution companies.
- Where an event previously recognized by the Board as force majeure becomes permanent and prevents the completion of the investment, requests for the postponement, suspension or removal of obligations will no longer be assessed under the same provision.

Amendments to the Regulation on Electricity Storage Activities in the Electricity Market
- Consumers may now install electricity storage facilities with an installed capacity exceeding their contracted power if a favorable connection opinion is obtained from the relevant network operator and the storage facility is located at the same metering point as the consumption facility.
- Such facilities must be equipped with an automatic power control unit and an electricity disconnection system to prevent electricity from being supplied to the grid and to ensure that the contracted power limit is not exceeded when electricity is withdrawn from the grid.

Amendments to the Electricity Market Ancillary Services Regulation
- The rules governing the calculation of payments to aggregators providing demand-side participation services were revised. Capacity payments will be calculated by taking into account the proportion of hours during which aggregators were determined not to have participated in activation instructions to the total number of instructed hours during the critical month.
- Where the actual load reduction exceeds the instructed amount by up to 50%, the service will be deemed to have been provided. If this threshold is exceeded, the service will only be deemed to have been provided if approval is obtained from the Transmission System Operator at least one hour before the activation instruction begins.
- The capacity payments of aggregators that fail to participate in activation instructions will be reduced in proportion to the hours of non-participation during the critical month relative to the total number of instructed hours.
- The implementation of ancillary service performance tests and the issuance of test certificates or reports by the Turkish Electricity Transmission Corporation (TEİAŞ) has been postponed until 31 December 2026.

Amendments to the Regulation on Electricity Market Activities of Organized Industrial Zones and Industrial Zones
- Legal entities responsible for organized industrial zones and industrial zones holding distribution licenses are now required to comply with load reduction instructions concerning unlicensed generation plants communicated by the incumbent supply companies, as well as emergency instructions issued by TEİAŞ.
- These legal entities are required to share information on unlicensed generation plants connected to distribution systems and the implementation of instructions with the incumbent supply companies. They must also submit the data requested by TEİAŞ under emergency measures in a timely and complete manner. Failure to comply with these obligations will be subject to the sanctions set out in Article 16 of Electricity Market Law No. 6446.
